What is the right way to handle a user's public persona if the user is reported to have passed away?

What is the right way to handle a user account if the user is reported to have passed away? Similarly, what are some good ways to enable those kinds of reports. In particular, I'm thinking of a public persona. I'd also like to handle prank reports gracefully.
